OFFICE OF THE STATE INSPECTOR GENERAL
AGENCY SUMMARY
The Office of the State Inspector General (OSIG) was established on July 1, 2012, to investigate waste and identify inefficiencies in the executive branch of Virginia's state government. Chapter 3.2 of Title 2.2 of the Code of Virginia outlines the authority, responsibilities, powers and duties of OSIG, which include (i) investigating complaints alleging fraud, waste, abuse, or corruption by an executive branch state agency, non-state agency, or officers, employees, or contractors of those agencies; (ii) administering the Fraud and Abuse Whistle Blower Reward Fund; (iii) overseeing the State Fraud, Waste and Abuse Hotline; (iv) conducting performance audits of state agencies; (v) providing training and coordination of standards for the state's internal audit functions; (vi) performing inspections and conducting reviews of health care compliance unit facilities and programs; and (vii) reviewing operations of the Virginia Tobacco Region Revitalization Commission.
OSIG is authorized by Chapter 30.1 of Title 2.2 of the Code of Virginia to promulgate regulations for the administration of the Fraud and Abuse Whistleblower Reward Fund, including eligibility requirements and procedures for filing a claim.
In addition, Chapter 1 of Title 53.1 of the Code of Virginia establishes the Office of the Department of Corrections Ombudsman within OSIG. The Ombudsman Unit conducts inspections; monitors conditions; operates the Inmate and Family Support Services Line to receive complaints and inquiries and determine if investigation is warranted; provides information and technical assistance; and reviews the remedy process of the Virginia Department of Corrections.
