12VAC35-180-130. Role of the department and commissioner.

The commissioner shall ensure that the department's human rights program, through procedures described in 12VAC35-115-130, protects the rights of individuals who are admitted to a state facility, or other facility operated, funded, or licensed by the department to refuse to participate as a subject of human research and ensure that written and informed consent is received from individuals or their legally authorized representative prior to their participation as a subject of human research.
