14VAC7. State Corporation Commission, Health Benefits Exchange Division
The Virginia Health Benefit Exchange was created by the General Assembly in 2020 in accordance with § 1311 of the federal Patient Protection and Affordable Care Act, P.L. 111‑148, as amended by the Health Care and Education Reconciliation Act of 2010, P.L. 111‑152. This state-based exchange is established in Chapter 65 (§ 38.2-6500 et seq.) of Title 38.2 of the Code of Virginia as a division of the State Corporation Commission. The Virginia Health Benefit Exchange facilitates the purchase and sale of qualified health plans and qualified dental plans to qualified individuals and qualified employers. The exchange promotes a transparent and competitive marketplace; promotes consumer choice and education; and assists individuals with access to programs, policies and procedures, premium assistance tax credits, and cost-sharing reductions to support the continuity of coverage and reduce the number of uninsured.
