CHAPTER 46

An Act to establish a six-year capital outlay plan for projects to be funded entirely or partially from general fund-supported resources.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the following capital outlay projects and descriptive information shall constitute the Commonwealth's capital outlay plan, pursuant to § 2.2-1518, Code of Virginia, for the capital projects supported entirely or partially from the general fund for the six year period beginning July 1, 2009.

Provides for the renovation of 15,308 square feet of space on the fifth floor to meet the critical space needs of the controlled substances, toxicology, and questioned documents disciplines. In 2005, the Department of Forensic Science was provided funding to lease 5,777 square feet on the 5th floor in this facility from the City of Norfolk to house the latent prints laboratory and laboratory administrative offices. Approval to occupy and renovate the full 5th floor would result in the Eastern Laboratory expanding to approximately 54,000 square feet which will allow this laboratory to meet current and projected caseloads.

Expansion and Renovation to School and Gymnasium at Natural Bridge Juvenile Correctional Center

Expands and renovates the school and gymnasium at Natural Bridge Juvenile Correctional Center. The gym and the existing classrooms, library and school administration offices are undersized and unable to support the school staff, suffer from deferred maintenance issues, are not handicapped accessible, and are suspected to contain unabated hazardous materials. These structures require comprehensive renovations to bring them into compliance with current state building codes, current fire/life/safety codes, and agency facility standards.

Renovates approximately 33,200 gross square feet in the Fine Arts Building originally constructed in 1989. The building will be vacated when the Academic V project is completed and the Art and Visual Technology programs move to the new building. The timing will allow for renovation of the facility to convert space from use for visual arts studio to performing arts space to address program needs of the university.

Renovate Finley Building

Renovates the Finley Building after the current academic programs move to the new Arlington II building. The renovation will include modifications to support programmatic needs, including academic support and teaching space, associated with the College of Education and Human Development. There will also be a physical connection constructed between Finley and Thompson Halls to visually link the buildings and to protect outdoor program space.

Construct Greenhouse

1

Provides for the construction of a greenhouse needed to further the research efforts of the agency. The agency currently uses growth rooms and chambers. A greenhouse located on property will increase the agency's ability to grow large numbers of plants and expand breeding techniques within an environmental setting.

Construct Technology Infrastructure-Phases 1 & 2

Replaces a large portion of the university’s technology infrastructure to improve resiliency and more fully meet the bandwidth demand. Renovates utility plant to house an additional redundant steam generation capacity for heat and hot water, expansion capacity, and provide a location for a north campus central chilled distribution water system. The chilled water system will utilize a waste heat exchanger from the boiler stacks. This will add additional energy savings by capturing smoke stack waste. A central chilled water distribution system provides economy of scale, a 24/7 monitoring capability and higher reliability and enhanced control. This will be energy efficient and allow for future expansion of the campus.

Renovate the Wilder Center

Corrects a safety problem that occurred during design/construction related to the auditorium floor. The sections of the auditorium need to be leveled and re-graded and in order to renovate the entire section of the floor, the seats will need to be removed and the floor demolished and reconstructed to meet handicap accessibility and building code requirements. There will also be an upgrade/replacement of communication, audiovisual, and information technology systems to maintain a functional arts presentation facility.

Provides for a comprehensive campus signage/information system. A new road will also be constructed to connect Presidential Parkway and Jordan Way to improve vehicular circulation and eliminate the need to use city streets.

Addresses the most important safety, physical security, and regulatory compliance requirements on campus including: installing electronic locks for exterior building entrances for all major academic buildings along with emergency telephones across campus, improving and expanding the campus-wide pedestrian network to reduce vehicular traffic, and conducting a comprehensive asbestos survey and abating any critical areas identified.

Since originally requesting the additional funding for this project, the college has begun a far-reaching study of its arts programs to quantify instructional needs and develop a plan for maximizing the arts experience for its students. Provides for the renovation of a 162,000 square foot building originally constructed in 1976. This project renovates a portion of the building into laboratory space for undergraduate instruction. Approximately 7,000 square feet of classroom space will be converted into laboratories to support freshman chemistry classes.

Improve Heating, Ventilation, and Air Conditioning, Rappahannock

Provides for the improvement and upgrade to the heating, ventilation and air conditioning systems at its Glenns Campus. The project scope includes installation of new controls, air distribution, exhaust ventilation, dedicated computer equipment cooling, and replacement of existing boilers, chillers and electrical upgrades.

Renovate Plaza, Structural Repairs Phase II,  Annandale Campus, Northern Virginia

Provides for the renovation and repairs to correct structural issues for a 3,153 square foot area of a covered loading dock/walkway on the Annandale campus. The concrete columns and beams that support this are have deteriorated to the point that temporary shoring has been installed to insure the safety of those who must work in and traverse through the area beneath it. A section of the upper plaza area including an entrance door to the CF building has been closed to pedestrians.

Relocate Observatory and Great Dismal Swamp Education Center, Tidewater - Chesapeake Campus

Provides for the relocation of an observatory from the Portsmouth campus to the Great Dismal Swamp. The relocation and development of the college’s observatory in the swamp will allow for collocation with an educational facility at the Great Dismal Swamp Refuge in partnership with the City of Chesapeake and the U.S. Fish and Wildlife Service. The proposed facility will include 5,500 square feet of Tidewater Community College space to provide a biology laboratory, preparatory spaces, two classrooms, a rooftop observatory and a remote observatory located in the Great Dismal Swamp.

Provides for the demolition of the interior of the building, removal of asbestos, repair and reinforcement of structure, and replacement of major systems, including fire suppression systems. An addition will be constructed to provide an elevator and accessible emergency stairs and restrooms. The Robinson House is a,1850's farmhouse, is a historically significant building to the Boulevard Historic District.

Provides for the renovation of a building that was constructed in 1899 as a YMCA building. The building currently houses Theater Arts programs and the School of the Arts instructional program. Construct Newman Library Addition - ARC

Provides for the construction of a 5,000 gross square foot addition to the east side of Newman Library between the existing loading dock and Squires Student Center. The addition will contain high-density, self-supporting, heavy-duty storage shelving and an automated, robotic retrieval system capable of handling up to one million volumes. The new space will increase the ability to efficiently store and quickly retrieve materials without delay and without additional staff or floor space.

Provides additional instructional space, dining services, and student services on the north side of campus. The proposed project is envisioned as a 91,200 gross square foot, five story building. The two lower floors will be dining services, the third floor will be student union space, and the top two floors will be instructional space.

The new Integrated Science Center will provide state-of-the-art laboratories, classrooms, faculty offices and research facilities for Biology, Chemistry, Environmental Science, and Psychology. The building will be fully integrated with an enclosed connector between the existing and new structures. The Integrated Science Center will house more than 50 faculty, 25 laboratories and 11 classrooms designed for teaching and research.

The current Physical Plant Building does not meet building, environmental, or energy codes, Occupational Safety and Health Administration (OSHA) codes, and Americans with Disabilities Act (ADA) regulations.

The project will add capacity to the central distribution system through the addition of boilers and chillers in the west sector of the Fairfax campus. Renovate Supreme Court Interior

Renovates the Supreme Court building which was originally constructed in 1919 as the Federal Reserve Bank of Richmond. The present building consists of the original structure and several additions constructed prior to approximately 1951. The Supreme Court Building is a Richmond landmark and is eligible for nomination to both Virginia and National historic registers. This project addresses the renewal of all interior building systems and upgrade to present day building code, environmental quality, life safety, accessibility and functional standards.

Construct New General Assembly Building

Constructs new General Assembly Building for use by the State Legislature. This project will demolish the east and west General Assembly Buildings and will replace existing buildings with a new 426,000 square foot multi-story building. The existing historic façade on the east Building will be removed and reinstalled on the new building to retain the architectural character of Capital Square.

Construct New Sexually Violent Predator Facility

Constructs a second facility for the treatment of civilly committed sexually violent offenders. The current facility has a capacity of only 300 and it is anticipated that it will be at capacity before the end of FY 2012. Includes both planning and construction costs.
