18VAC115-20-45. Licensure by endorsement.
Every applicant for licensure by endorsement shall hold or have held a professional counselor license in another jurisdiction of the United States that allows independent assessment, diagnosis, and treatment of behavioral health conditions and shall submit the following:
1. A completed application;
2. The application processing and initial licensure fee as prescribed in 18VAC115-20-20;
3. Verification of all mental health or health professional licenses, certificates, or registrations ever held in any other jurisdiction. In order to qualify for endorsement, the applicant shall have no unresolved action against a license, certificate, or registration. The board will consider history of disciplinary action on a case-by-case basis;
4. Verification of a passing score on an examination required for counseling licensure in the jurisdiction in which licensure was obtained;
5. A current report from the U.S. Department of Health and Human Services National Practitioner Data Bank (NPDB); and
6. Official transcript documenting the applicant's completion of a graduate degree program.
